Now they've closed my account and have told me my claims are not valid and that's the end of that - money stolen.

Here's my experience:January 29th, 2013: Did taxes on via Turbotax, when asked where I wanted the deposit to go I made a big ***king mistake and checked the box next to the NetSpend Pre-paid Visa offer, normally I stay the *** away from Pre-paid cards but I didn't have my routing number handy and have had a good relationship with Turbotax over the years so the Netspend deal gained some undeserved trust and I selected to have my money sent there. The message on TurboTax informed me to be on the lookout for my Netspend card between February 11th through the 14th.January 30th, 2013: Received a message saying my return was accepted by the IRS. February 3rd, 2013: I received a message saying my refund had been deposited to my new Netspend account.February 8th, 2013: Got impatient and called Netspend to find out where my card was - hoping to speed up receipt.

Was informed that my card was mailed on February 3rd from Austin, TX and also that it had been activated on February 4th and now stood empty with a $25 balance. So far I've had to file a police report, four affidavits (all notarized), write a detailed letter, file a FTC Fraud affidavit, I've spent about 20 hours waiting on hold trying to get status updates only to be lied to and basically told to sit down and shut up by people who don't seem to care that the company they work for is blatantly breaking banking law (Regulation E/EFTA) concerning unauthorized transactions and the time frames allowed for their internal investigations and the issuance of provisional credit...My money was stolen before a card even came into my possession, I never received the banking disclosures they're required to provide to me, they never received one identifying document from me outside of what TurboTax sent them, yet I apparently have a full fledged account and am suffering the consequences of poor security policies. February 23rd, 2013: Have been told up until now that the provisional credit determination would be made today (was even told this by the Dispute Resolution yesterday). Was told today that they've changed the day to March 11th because they haven't finished their (haha) investigation yet, when I stressed that the law states: If, within 60 days of receiving a bank statement, a consumer tells the bank (either orally or in writing) that the account is in error, the bank must investigate and report the result of its investigation to the consumer within 10 business days. If the bank discovers an error, it must recredit the consumerโ€™s account (including interest) within one business day.

If the bank cannot complete its investigation within 10 business days, it must provisionally recredit the consumerโ€™s account (including interest) pending the termination of its investigation, which must be completed within 45 calendar days.Well then I found a part of regulation E that I missed, with accounts opened within 30 days they're then allowed to drag their feet for up to 20 days for their investigation.

To be honest, I'm pretty sure that on the 11th of March they will have another loophole.Consumer protection anyone?________________________________________I&# very very very pissed.Sorry, I can't even bring myself to say anymore, all I can really say is that it's a damned shame that these *** are around.I will never again use Turbotax - that relationship is now over because of who they hang out with. One last thing, if I'm out on the town and some assh0le mentions he works for Bancorp or Netspend then I swear I will knock the holy living *** out of him. I've never been so angry at the way a company and their employees have handled me than I am now.

Monetary Loss: $4480.
